Bulawayo city council has shown the world that it has great leaders who can help develop the city in all aspect . however this is impossible because of the decentralization of power which forces them to report to the headquarters first before doing anything which is a tiring process
Zimbabwe is a big country which up to now has failed to decentralize power across the state which has caused a delay in the development of a country

The city council has to make decisions at his whims. Even if Bcc has money they have to go and beg Zinwa to construct dams or to implement the Gwayi Shangani project.
